An RTI, or response to intervention, is often used to describe support for students who are already struggling. An MTSS, or Multi-Tiered System of Supports, is a broader, proactive framework that begins with strong Tier 1 instruction for all students, uses data to monitor how the system is working, and adds targeted or intensive support when needed.

Instructional coherence means that assessment, core instruction, intervention, and professional learning reinforce one another. Students encounter connected language, concepts, routines, and expectations instead of moving between unrelated programs.

To connect literacy and math within an MTSS, Amplify uses a shared cycle—assess and monitor, instruct and support, differentiate and intervene—across both subjects. The framework and decision-making process are connected, while the assessments, instructional resources, and interventions reflect the distinct ways students learn literacy and math.

An MTSS evaluates whether Tier 1 is working first by having teams look at multiple data points, including whether students are meeting expectations and whether students who begin on track remain on track. If patterns show that many students are not maintaining progress, the first response includes examining core instruction and the supports around it (not just assigning more intervention).

There is no single schedule that determines how often students should receive MTSS support, as no one schedule fit every district or student. Schools should set the frequency and duration of screening, progress monitoring, core instruction, and intervention according to their adopted framework, student data, staffing, and required state or district guidance.
