Picture a third grader who jumps happily into class discussions. This student understands stories read aloud and uses context clues to figure out new words in The Lorax. On the surface, they look like a strong reader.
But this student’s foundational literacy skills—perhaps in phonemic awareness, vocabulary, or fluency—haven’t yet developed to grade level. And as classroom texts become more complex, their existing strengths might not be enough to sustain their reading growth.
Students with profiles like this can go a long time without their needs becoming apparent, and it’s not because their teachers aren’t paying attention. Most literacy intervention systems are reactive by design: Support begins when a need becomes visible. By then, valuable time has passed.
The Multi-Tiered System of Supports (MTSS) framework for literacy works differently. It’s built to identify needs early and provide the right support at the right time, closing small gaps before they become big ones.
What an MTSS framework for literacy looks like
The name is a bit of a mouthful, but the idea is simple: Having an MTSS means that instead of waiting for needs to become visible, schools use regular assessment data to understand where every student is and proactively match them with the right level of support.
The MTSS framework is organized into three tiers:
- Tier 1 is the foundation: high-quality core instruction for all students. This level meets approximately 80% of students’ needs and is where strong literacy outcomes begin.
- Tier 2 adds targeted, small-group intervention for students who need more than core instruction provides.
- Tier 3 delivers intensive, individualized support for students who need the highest level of targeted instruction.
Rather than permanent placements, these tiers are designed to be responsive. A student in Tier 3 today might move to Tier 2 in a few months, and then eventually thrive in Tier 1.
Screening: Where it all starts
Because the students who would most benefit from additional support aren’t always the most visible, every student gets assessed under this framework. This is essential, as many students develop ways of engaging with text that draw on their existing strengths but mask the areas where they could use more support. As reading demands increase, these students may not be able to keep up.
Early screening changes that. By giving educators concrete data on every student’s foundational reading skills early, the framework ensures that support can begin before additional challenges arise. It also removes the guesswork from decisions about who needs support and what kind would best suit them.
From there, data drives everything—how to group students, how to set goals, how to track progress, and when it’s time to shift the intensity of intervention. Unlike frameworks that rely on intuition or informal observation, an MTSS runs on evidence.

The promise of an MTSS isn’t more work for teachers, but more clarity for everyone. Progress monitoring keeps you connected to how students are responding in real time.
